IT jobs in Singapore/ Telecommunication?

I am in Voice Networking field for last 3 years. I am in Telecommunication field. I have worked with Avaya and also have experience in Cisco Voice.I have done CCNA and ACA. My salary in India is 40000 INR. I have got a job offer from Singapore however they are offering me 3000 SGD so i wanted to check if this is the average salary offered for this position.
