Have a wireless router in my home and somebody in the neighborhood is also using the signal?

Have heard of "locking someone out", how is this done? Do I need a more expensive router or something? When I see the 5th light go on, I unplug it for awhile and that's that until they try again later. Slows my desktop down and Piss---s me off.
